CASE Consultants International, LLC (CASE), in partnership with TechGlobal, Inc. (TGI), supports NOAA Fisheries West Coast Region’s (WCR) Oregon-Washington Coastal Office (OWCO) and Interior Columbia Basin Office (ICBO) in addressing climate change impacts on habitats and species in the region. We provide essential expertise to navigate the complex requirements of Endangered Species Act (ESA) consultations, Marine Mammal Protection Act (MMPA) reviews, Magnuson-Stevens Act (MSA) compliance, and National Environmental Policy Act (NEPA) documentation, all while adapting to the challenges of a rapidly changing environment.

CASE provides essential regulatory support for key species such as Chinook salmon, steelhead, bocaccio rockfish, and Southern Resident Killer Whales (SRKWs). Our team ensures that impact assessments and recommendations are based on the best available scientific and commercial data, making them scientifically robust, legally sound, and effective in meeting the needs of these protected species across Puget Sound, the Georgia Basin, the Inner Columbia and Snake Rivers, and coastal areas.

“Our partnership with TechGlobal, Inc. enables us to significantly contribute to NMFS’ mission by providing strategic insights and comprehensive support in regulatory compliance and environmental conservation,” said Liz Tarquin, CASE CEO.

CASE’s support includes:

  • Consultation Support: CASE delivers expert analysis for ESA Section 7 consultations, producing high-quality Biological Opinions (BiOps), Letters of Concurrence (LOCs), and programmatic response letters. Our work emphasizes thorough pre-consultation coordination and effective interagency communication to ensure comprehensive assessments and actionable recommendations.

  • Quality Control and Documentation: CASE ensures all consultation documents meet federal standards, including NAO 202-735-D3 scientific integrity policy. Each document undergoes rigorous review and is meticulously managed in NMFS’ Consultation Control Ledger and Environmental Consultation Organizer (ECO).

  • Regulatory Integration: CASE helps navigate the complexities of interconnected regulatory frameworks, ensuring compliance across ESA, MSA, MMPA, and NEPA requirements. This includes providing expert evaluations on projects affecting critical habitats and marine species.

In addition to technical and regulatory expertise, CASE is committed to meaningful engagement with historically underserved communities, offering training, mentorship, and capacity-building initiatives to enhance the capabilities of OWCO and ICBO in managing regulatory demands.
